Karkhandar Scheme 2023
To develop the craft sector in the Union Territory, the government of Jammu & Kashmir launched the Karkhandar scheme. It works to support Kashmiri and Jammu artists. The program will be implemented on a trial basis by the Department of Handicrafts & Handloom, Kashmir.
This important choice will revitalize the UT craft industry, especially the dwindling crafts. Mahmood Ahmad Shah, director of handicrafts and handloom in Kashmir, described the choice as historic. The plan will resurrect the UT crafts sector, particularly the failing crafts.

Karkhandar Scheme Objective
Some of the main objectives of Karkhandar Scheme are as follows:
- Revitalize the neglected crafts.
- Collectivization will raise the incomes of the artisans.
- Improve trainees’ methods of learning.
- Establish connections with producer organizations to teach the trainees entrepreneurial skills and aptitude.
Need for Karkhandar Scheme
Those who work in the craft industry are exploited, which pushes them to quit their jobs, traps them in a cycle of destitution, and makes them pessimistic. The J&K Government has developed the Karkhandar Programme for Development of Craft Sector in an effort to improve their educational practices, boost their incomes, and develop their entrepreneurial abilities.

Karkhandar Scheme Vision
The Jammu & Kashmir Karkhandar project would identify crafts that lack skilled laborers and offer skill-upgrading training in such crafts, such as walnut wood carving, silver filigree, carpet, Kani shawl weaving, Khatamband, and Papier Machie. Other crafts will also be fairly considered, as assessed by the individual Assistant Directors of the Handicrafts & Handloom Department.
The amount of craft centers designated to each craft may be shifted to others depending on how well the plan is received in each craft. There should be a minimum of one and a maximum of five training programs per craft during the course of the six months.
Financial Assistance Offered Through the Karkhandar Scheme
- Every month, each trainee will receive Rs. 2000. However, the stipend will be paid in two installments: Rs. 1000 will be transferred to a personal bank account, and the remaining amount will be given out following the successful completion of the probationary period or practical training session.
- Karkhandars would receive an honorarium for deserving students in addition to Rs. 2000 per trainee per month for logistical costs. These won’t be distributed, though, until it’s been determined that the trainees have attained the necessary level of expertise. A qualifying framework that has been approved and is created for skill upgradation level will be used to evaluate the trainees.
Eligibility Criteria for Jammu and Kashmir Karkhandar Scheme
The applicants applying for Karkhandar Scheme must fulfill the following eligibility criteria
- The initiative takes into account deserving students from training facilities or previous students.
- A small Karkhana needs at least 5 trainees, whereas a large Karkhana can have up to 10.
- This clause does not apply to idle crafts.
- Individuals who require financial assistance

Karkhandar Scheme Application Process Methodology
- The Karkhandar Scheme, as described in Annexure A, should be registered by deserving pass-out trainees or former trainees of the departmental training facilities.
- Registration cards will be given to such trainees.
- The Jan Dhan Yojana would open bank accounts for trainees.
- The Handicrafts and Handloom Department shall identify registered Karkhanas or Karkhandars that are willing to welcome former trainees or pass-out trainees into their Karkhana, as mentioned in Annexure B.
- The identified trainees’ complete information, including their Aadhar, EPIC, and bank account numbers, would be maintained in a database.
- The chosen Karkhandar is in charge of supplying the required logistics, such as the required tools, equipment, looms, raw materials, space, etc. These Karkhandars will get a lump sum payment of Rs. 25,000 apiece in two installments to cover the cost of the logistics required to effectively run the training program.
- The trainees can create cooperatives after successfully completing the course, and all required support or guidance will be provided to them so they can achieve the scheme’s objectives.
